PAC Fund

The Texas Chiropractic Association District Five, Inc. PAC Fund was created on January 20, 2009 after documents were filed with the Texas Secretary of State. PAC (Political Action Committee) is a popular term for a political committee organized for the purpose of raising and spending money to elect and defeat legislative candidates. The Texas Chiropractic Association District Five, Inc. PAC Fund has been established so that our non-profit corporation has a legal way to accept financial donations from individuals and to use those donations to make financial contributions to officials that are interested in seeing our chiropractic profession protected from anti-chiropractic legislation. These financial donations will also be made to DFW area officials that are willing to support pro-chiropractic projects that help the chiropractors in District Five grow their practices.

PAC Funds are not a new concept. PACs have been around since 1944, when the Congress of Industrial Organizations formed the very first PAC to raise money for the re-election of President Franklin Roosevelt. Although commonly called PACs, federal election law refers to these accounts as “separate segregated funds” because money contributed to a PAC is kept in a bank account separate from the general corporate bank account. PAC Funds can give $5,000 per year to a candidate running for office or current elected official. A PAC Fund can also give up to $15,000 annually to any national party committee and $5,000 annually to any other PAC.

Under the direction of Dr. Chad Blackwell, our PAC Fund Treasurer, our PAC will direct contributions to local legislators in order to create opportunities for local chiropractors to discuss, explain and persuade these legislators that a specific chiropractic issue is important and should be supported. We will also use these opportunities to educate legislators on issues that may be harmful to our patients and our practices.

The District Five PAC Fund is separate of the T.C.A. statewide PAC Fund and will be used exclusively to give financial contributions to candidates running for office or current elected officials in the DFW area.

Why Does T.C.A. District Five Need A PAC Fund?

A well-funded PAC is an essential component of an association’s ability to protect itself legislatively. Take a look at the disparity between chiropractic funding and other healthcare funding with respect to the 2005-2006 election cycle:

  • FACT: In the 2005-2006 election cycle, the AMA PAC Fund contributed $3.8 million in campaign dollars to political candidates.
  • FACT: In the 2005-2006 election cycle, the APTA (American Physical Therapy Association) PAC Fund contributed $1.3 million in campaign dollars to political candidates.
  • FACT: In the 2005-2006 election cycle, the chiropractic profession (ACA & ICA) contributed only $300,000 in campaign dollars to political candidates. (ACA PAC Fund contributed $294,000 and the ICA PAC Fund contributed $10,000).
